What is The Covenant?

The Covenant gives employers across the UK the opportunity to recognise Child to Parent Abuse as a key type of domestic abuse, and begin offering support to their staff, volunteers, and any service-users or members of the public they come into contact with. Organisations can sign the Covenant whether they have existing policies and staff training in place, or whether they are completely new to their journey of discovering what CPA is and how it affects families.

What is Child to Parent Abuse?

Child to Parent Abuse is a type of domestic abuse where a child of any age (including adult children) is directing abusive or violent behaviour towards a person with parental responsibility – including birth, foster or adoptive parents, step-parents, kinship carers, and guardians.


The term CPA incorporates a whole spectrum of behaviours including physical, financial, emotional and sexual abuse. Incidents are traditionally under-reported but it’s estimated between 3% and 10% of households are impacted. 

Who Has Created The Covenant?

The Covenant has been launched by not-for-profit organisation PEGS as part of their ongoing commitment to supporting parents, carers and guardians impacted by CPA. PEGS is working in partnership with the Department for Work and Pensions to promote the Covenant and the positive impacts of signing up.

What Does PEGS Do?

PEGS became operational in April 2020 and to date has supported more than 3,500 parents, carers and guardians experiencing abusive or violent behaviours from their child, as well as training more than 1,500 professionals.


The main aims of PEGS are: helping parents (through advocacy, one-to-one sessions, peer support, drop ins and bespoke workshops and programmes), training professionals (including local authorities, police forces and charities), raising awareness, and influencing regional and national policy.

Signing The Covenant

By signing the Covenant, your organisation is agreeing to:

  • Include the important topic of Child to Parent Abuse within conversations, policies and practices relating to domestic abuse.
  • Support staff members and/or volunteers to gain more knowledge of CPA.
  • Encourage an environment where staff – and members of the general public they come into contact with – can feel comfortable talking about their experiences without judgement or blame.


The Covenant is completely free to sign up to, and your organisation can shape its own policies and procedures in line with the three requirements of the Covenant – with support from PEGS if needed.


Every organisation signing up to the Covenant will receive an invite (for HR and those with staff wellbeing roles ) to an hour-long CPAC Introductory Training session led by PEGS, which will include an overview of Child to Parent Abuse, parental case studies, research, and an opportunity to ask any questions you have.
